He sent Wade Rathke, his young and highly talented organizer, to Little Rock, Arkansas to apply his creativity to the problem. Thus, an idea was born that would unite races, join neighborhoods and unify the interests and efforts of low- and moderate-income families, with over 150,000 member families organized into 750 neighborhood chapters in more than 60 cities across the nation.
